I am confused by the term reclamation in connection with the open pit mines in NM. I would assume that reclamation means returning the area to what it was originally. We have a lot of open pit copper mines in Arizona. Nothing is ever returned to its original state. The pits remain forever as do the tailing ponds. It doesn't look good. Does NM have a different mining rule than AZ does?

The NM mine act requires mining companies to provide financial assurance for reclaim projects. Many companies have reclaim projects going in order to lower their financial assurance bond requirements. I guess reclaim as you move along is cheaper than 1 lump sum at the end.
