I travel to either El Paso or Las Cruces for specialty care. And even there, one needs to do their homework because competence can vary considerably in any given specialty.
Want to add...
I've had three occasions in the past ten years when I've had serious surgery in either El Paso or Las Cruces. And I was able to return home for rehab due to the excellent Home Health and Hospice organization in Ruidoso. For follow-up health care, they have very competent/conscientious RNs and PTs who come to the house as many times a week as the doctor orders. But it does take orders from a your physician/surgeon to obtain their services. If the patient is on Medi-care, the costs are fully covered.
Yes, maybe. In New Mexico some citizens are exempt from taxation on Social Security benefits. In New Mexico, taxable benefits may qualify for an exemption based on income and age... That is from the reference you provided.
As Poncho says, maybe. The starting basis for taxable income in NM income tax is your US taxable income. If your S/S is not federally taxable, then it is not NM taxable. There may also be other adjustments.

Doesn't your personal exemption and standard deduction double at age 65, too? So a married couple whose SS and, in my case, state retirement add up too about $45k shouldn't be paying much if anything?
