Thats a non-issue. NYC Department of Finance doesn't take a big % of budget to run, considering they collect all of the taxes in the city.
When the city "runs out of money", what they mean is that the spending is out of control relative to tax receipts. The city still gets money. Its not like its $0. Government doesn't work for income like a private individual/corporation, they just take whatever arbitrary amount they want from everyone else in their jurisdiction.
If they have to tax you more to supply water to someone else, or subsidize their rent, that is what they will do.

Then the city will have to restructure and cut expenses.
As of now, people in NYC are willing to be taxed at these rates, so the politicians have to come up with new ways to spend tax money (they will never use the surplus money to lower taxes).

I'm not disagreeing with you. Some of these agencies, I've never heard of. I picked one that I was unfamiliar with to learn more about it. I picked Mayor's Office of Media and Entertainment. One thing that they do is issue press cards. Previously the NYPD used to do this. So I guess if this agency was cancelled, this responsiblity would revert back to NYPD. I'm curious to see the cause and effect if all these agencies were closed.

They do not need a whole office to do something a small group of people (a unit) can do. Most of it is just bloat. In most other cities, the PD is the agency issuing press cards. Nothing a couple of guys at 1 Police plaza can't handle.

Some of these have deliberately "important" names (the city version of federal "Patriot Act" naming), such as "Mayor's Office of Animal Welfare" that doesn't actually run NYC animal shelters, but you'd think it does. Its just an office of grifters. You can easily cut ~30% of NYC budget and none of us would even feel it.
A lot of offices are just duplication. There is like a dozen of different "environment" "green" programs and agencies, besides DEP themselves.

They will just go after Trump again, that's why he must win this year to cancel out all of the fraudulent suits.

I am already in process of pulling my related assets and financial info out of NY, I'm just a small biz owner but it's ridiculous how NYC have done this before such as use trip data or other ways to track down professional sports players who has played in NYC.
