Although I have been looking at Michigan, I've also been looking at North Dakota in case Michigan is a liberal hellhole. Does Bismarck fit the bill for me? Here's what I need;
  • Cool summers
  • Near a nice lake (preferably without tourists)
  • Plenty of job opportunities
  • Low crime

Also does Bismarck feel more midwestern of midwestern?

North Dakota would fit most of that criteria.
It can get hot in the summer but it's a really nice state overall. I was impressed with what I've seen of Bismarck, but honestly don't have a lot of experience with it.
Rapid City might be another option in South Dakota.
Fargo, Sioux Falls.
Michigan generally isn't very liberal outside of the larger cities in the southeast. Western Michigan and the Upper Peninsula would be good options.
Wisconsin is worth a look as well. Mostly it's just Madison and Milwaukee that are reliably liberal. The job market is very good there overall.
Liberalism doesn't dominate either state.

Suggest taking a trip there around the first week of February, if you can. Stay for at least a week, and explore around. You’ll get a taste of the winter weather, and get more of a sense of it is right for you.

Fits all except the second (and arguably the first, as summer on average isn't hot in Bismarck, but heat waves are pretty frequent). Lakes aren't really really far, but not right there.

Devils lake or garrison. That is all.
