I am assuming you are referring to public schools for primary education. All the schools in Ottawa are in the same school districts. There is a public school board, a french public school board, a catholic school board, and a catholic french public school board. Also there aren't really any towns in Ottawa, the entire city is amalgamated under a single municipal government.

Oh i'm sorry. I don't understand much about Ottawa yet. I didn't know that they were all in part of the same school district. And I am referring to a public elementary school, middle school, and high school in general. Not Catholic and not French.

You want want to consider a French Immersion school for your children. Ottawa is a bilingual city, if you intend on staying here for awhile it will benefit your kids to learn the french language so they will be able to obtain good employment in the future. It is competitive out there.
As for good schools, look at good neighborhoods such as Alta Vista, Orleans, Kanata, etc.
Are you American? In Canada, funding for schools does not vary according to school district. All are funded equally and are of a similar quality.
The quality of the public elementary schools within the same district can vary greatly and while that may not be linked directly to taxes or funding, you can bet it is linked indirectly to the average income in that school's.area.
Wrong. The grades of the students are probably linked to the socioeconomic factors in the community, but I doubt it has anything to do with quality of the education.
