Also D.C. residents were not able to vote in any elections until the 23rd Amendment was ratified in 1961 to allow citizens to vote for president. They got a municipal "government" in the next decade.
They don't have any representation in Congress, except for a token non-voting delegate in the House of Representatives. And Congress can overrule the city council, like the time an Arizona Congressman forced concealed-carry through a House bill.
