Gulf Breeze is a nice area and likely checks most of your boxes. Consider, also, nearby Alabama. Baldwin County may be what you're looking for - Fairhope, in particular, is a great small, charming southern city. Very walkable / bikeable. Good schools, numerous local businesses, restaurants, boutiques, etc. While not on the ocean, it is on the eastern shore of Mobile Bay. It has a wonderful park system that runs along the waterfront and is great for running and biking.

I've been to Pensacola many times over the past couple of years and am curious to know more about Gulf Breeze. Is there any else that stands out about "down the road" GB vs. GB proper? It's somewhat cheaper on the other side, but it this mainly due to it being less walkable? Is gulf breeze proper more or less hurricane-prone?

It's called down the highway, not down the road. Both areas have hurricane risks but the interior of Proper stands at a higher elevation than the areas near the coast and those down the highway which minimizes the risk of flooding. Some houses in Proper have flooded before but that was due to faulty drainage. That has been fixed now. The main difference between the two areas is traffic and walkability. Traffic on Hwy 98 sucks and just keeps getting worse. Proper has walking paths, biking paths, boardwalks, etc. You can walk or ride your bike anywhere.
