I've been thinking about relocating to Pennsylvania for school and have been trying to find a nice safe area for a 23 year old female college student to live. Also don't have the highest budget so something that would of course be affordable!

Any suggestions would be greatly appreciated!

Which college? The housing office should have suggestions about where students live, and there are usually safe options where there are a lot of students.

Eventually Penn State but thinking of going more towards Philly area when first moving up

If you're talking about the main campus, it is nowhere near Philly. There are a couple campuses in the Philadelphia area, but they are in the burbs. Is there a particular campus you're thinking of?

If you don't mind a bit of a schlep, you could live in Center City and commute to PSU-Abington on the West Trenton Line. They apparently offer shuttle service between campus and the Rydal Station. With ~1/2 hour on the train, if you live near Suburban or Jefferson, you could have a ~45-minute door-to-campus commute.

West Chester is a nice area and it is a college town. Depending on which Penn State campus you want to go to, may drive what is closer.

Also, Conshohocken and Manayunk have a college town feel (in my opinion) without a college.

Just a few places that I would recommend.

I feel like we're putting the cart before the horse, here. I think OP should select the college first, making sure it has the programs she wants, she gets in, it's affordable, etc., and then decide where to live based on that.
