Out students do not perform at the national average - again, it's not even close.

Overrides cannot be relied upon for basic school funding. This goes against the state constitution and accelerates under performance in poor communities. The state lost a lawsuit with a settlement north of $1B due to this item.

Look at Tucson, they are putting every dime of the new state money to salaries - this equates to a flat $3k raise for teachers and classified staff and a 2%-4% raise for others. So definitely not funding to support a 10% raise there. They are facing capital expenditure issues as well, but who needs safe buses anyway?

Doesn't Tuscon have one of the highest per pupil administrative costs in the state? Without going back through the auditor general reports, they also have some of the highest per rider transportation costs and highest cost per square footage plant expenses (building maintenance etc., not landscaping).

A few years back they introduced a pay raise program that was supposed to train and move administrative personnel up the ranks but they just gave them raises and they didn't move up. That initiative failed so bad it was scrapped but the staff has maintained the pay raises they received.

Tuscon was given the funds same as everyone else but the school board has decided to spread it out to all of it's staff even those overpaid administrative positions. Ducey had to get involved because their original plan was to stiff the teachers and spread out the $11.3m set aside for only teacher raises to all staff. After the call from Ducey their teachers got their 10% as intended. Any complaints with how Tuscon decided to spend the rest of the pot is entirely on the school board who for some reason insists on giving it's overpaid administrative staff raises.
