The Transportation Department on Friday proposed a 696-page rule raising corporate average fuel economy (CAFE) standards to 66.4 mpg for cars & 54.4 mpg for tucks & SUVs. If enacted, this would effectively result in requiring 100% of new cars to be electric by 2032, sooner even than California's EV mandate of 2035.
The Department of Energy also is proposing to reduce the "mile per gallon equivalent" for EVs. The F-150 lightning, as an example, would decline from 237 mpg-e to 67 mpg-e, meaning auto makers will have to produce even more EVs to meet CAFE standards.
Auto makers will be fined for failure to achieve the CAFE standards under the new proposed rules. GM said that industry penalties could total $300 Billion, or about $4,300 per vehicle from 2027 through 2031.
Yeah, I support EVs, but I don't support heavy-handed mandates. As noted above, these standards will wipe out ICE vehicles and pretty much wipe out hybrids as we know them today as well, so they are essentially a strict EV mandate covered only by a fig leaf of allowances. You might get a compact coupe/sedan hybrid with excellent aerodynamics and a small, very efficient ICE motor to average 66mpgs, but that's about all that will likely work. The most fuel efficient compact hybrids of today are rated in the low-mid 50s of mpgs.

The rest of the world largely is progressing forward with EVs. We're the ones intentionally dragging our feet.
The majority of 1st world countries runs on mass transit not dependent on cars. Driving in those countries are a privilege not necessity. Anyways, these legislations are just more taxes not regulation.

My CUV euro rental car last month averaged 3.5l/ 100 km = 67+mpg.
My daily driver 'pickup' (USA manufactured) has delivered 50mpg for 43 yrs now.
Both are 100% ICE, not hybrid.
No dinosaurs or toxic batteries required.
Add a bit of modern technology and engineering prowess, and easily meet the hairbrain USA STDs.
Use wisely and widely administered conservative standards and far exceed any USA nanny rules or ideas requiring billions of dollars of useless administration jobs. Put those leeches into the workforce adding value to our innovation and economy, not bleeding it dry. Just imagine... using our brains for solutions, instead of enforcing petty regulations.

Limitless possibilities.
It isn't going to happen. Not worth the R&D at this point with many states mandating EV's by 2030 as well as the rest of the global governments that have any form of recognition. They would be better off investing more into battery tech and extending range capabilities as well as bringing the cost of decent EV's down to practical levels. This plan has nothing to do with increasing fuel mileage, its completely about killing ICE vehicles. Why throw in the time and money to increase ICE fuel mileage when there are global EV mandates that are reshaping the market? A few hybrids will be lucky to survive this, that will be about it though.
