I think it's a non issue, except that it would definitely annoy me to be told that I was "only" 3 when I was 12, etc. Don't see why it is not obvious to all that if you were born on Feb. 29, every March 1 of a non-leap year means another year has gone by and you are a year older.
As for not being able to celebrate on the actual birthday of Feb. 29 most years, our whole family very often celebrates birthdays on alternative days. Weekends are more convenient for parties and outings than weekdays, when everyone is at work or school. Don't most people do this?
