It's perfectly ethical since that person is the team leader/owner. Whether they are doing the work, overseeing the work, or simply managing the people on the team is irrelevant. I'll add that whether they are the face of the transaction or simply working behind the scenes, you don't know what's happening that you can't see.
I do agree that teams should be disclosed to the client. As far as advertising, the state makes the laws there.
