On that website, there is a paragraph about prepayment of property taxes that was for 2018/2019.
"Prepayment of 2018/2019 Property Tax
The County is not accepting any prepayment of property taxes for 2018/2019.
The California Attorney General has previously issued a legal opinion that the tax collector is not authorized to accept a voluntary prepayment of property tax to be applied against a future potential tax liability. There is no statutory authority for pre-calculation, prepayment or pre-collection of property taxes, and the amount of tax to be paid in future years is not known until the tax roll is delivered to the collector, which has not occurred for the 2018/2019 tax year."

It seems that roadwarrior101's suggestion might be best, but I would call and talk to someone at the Dept. of T&C anyway to see if there are other options.
