Neither. Too damn HOT. If you like the heat, then fine.
If, like me, you don't like heat, come up to Maine. Northern Maine is less than 4 persons per square mile. It's the last frontier of the East.
Don't go anywhere that requires air conditioning to be bearable. If things get really bad, there will be NO air conditioning. How will you fare without it??
Ozarks too close to New Madrid which is going to pop... Cumberland plateau and points ENE better place when it hits the fan.
Ash Flat and West Plains are about 100 miles (roughly) from New Madrid.
Stay West of those and Ozarks is good.
See my Blog Entry on the subject,
which I roughed out as a quick answer to where is the Ozark Redoubt.
(It is subtropical, though, but OTOH, it has a lot of cold water.)

I guess it depends on what you are trying to survive. Huntsville with its notable NASA and military presence surely would be taken out in a nuclear war scenario.
There's a large nuclear reactor on the Arkansas River near Dardanelle, AR. Not in the Ozarks - but not that far away, either. The river flows southeast from that point - the Ozarks are to the north and west.
OTOH, there are lots of icy cold springs and caves in the Ozarks, especially in north central Arkansas and south central Missouri. They could help considerably with summer heat.
Nearby are the Ouachita Mountains (pro. WASH-i-tah) in western AR and eastern OK (southwest of the Ozarks). Several big lakes, heavily wooded, beautiful country but not quite a remote as some parts of the Ozarks. Though northwest Arkansas is booming at present...
