Were there any tall buildings in St.Louis with public observation decks to look out over the skyline and surrounding area before the Gateway Arch was built in the 1960's? I am wondering that because many cities have had buildings with observation decks that have long since closed.

The Millennium Hotel had a rotating restaurant on the top floor. However, per Wikipedia this was build in 1968 - after the arch.

You are able to walk up the Compton Hill Water Tower and you have amazing views of downtown, midtown, the west end and Clayton. While build before the Arch, I do not know when it was opened to the public.

The Chase Hotel in the Central West End originally had a rooftop roof garden. In 1940, it was replaced by “The starlight roof”, a dining, drinking and entertainment venue with a capacity of 1100. The domed roof of the “Zodiac” cocktail lounge could be moved back to afford visitors fantastic views of the city and the night sky.
