I wonder if statistics are kept on exactly how many people perish from a tornado that are in a basement or underground storm cellar.

My guess would be hardly none. Yes, in some areas underground shelters ( basements or storm cellars) can't be built due to soil or water level.

Where they--can-- be built, they are a lifesaver.

Storm shelters are, of course, life savers. The sturdier the structure, the better off you are because flying debris is the prevalent cause of death during tornadoes. Being below ground level is the best thing, but you can still be struck by debris, even in a basement when the house above you is being pulverized. Tornadoes don't just blow things away in their path, they pull things upward and drop them sometimes miles away. It really is a miracle when people survive direct hits.
