Hi All
We are an employment agency who will be sending US citizens to work in PR (not sure from which states). Will our US citizens be subject to US federal income tax withholding? We know that FICA FUTA SUTA and Puerto Rico taxes (state & local) apply, but are unsure as to federal.
Also, will the US citizens have to file both US and PR tax returns?

If you represent an employment agency, then why not simply call the Internal Revenue Service's Business Line?
