So I just logged on the UI website to certify my weeks and there’s a notice for an “In-Person Appointment - Reemployment Eligibility Assessment.” Is this anything like the phone call where I shouldn’t attend?
No, just the log. If they don't like the way it looks, they'll ask for more, but you'll be provided time if you have to prove anything with something of more substance.
and equally just a luck of the draw, you may be required to sit through some classroom session on how to write a resume, how to dress for an interview, how to look for jobs, or any of the other classes they dreamed up. But you may get lucky and they just check your identity, tell you to put your log in a basket and that's it.

I wonder if they make the determination on classroom sessions based upon your looks and attitude when you show up. Or if it's randomly chosen in advance.

Looking bad and acting unprofessional can certainly be a trigger. So, unless you have a desire to improve the odds of attending one or more classes, why risk it. Otherwise, it's more along the lines of dumb luck.
