I'm nearing my end of a temp with a possibility of a temp-to-hire job, however I don't know if I would qualify for UI in the great state of California. The thing is I'm doing a good job so far and the company might make an offer and if I declined wouldn't that not qualify me for UI? The company would most likely tell the staffing agency that my last day is so and so and that he declined the offer than the agency will tell UI that he declined suitable work. I don't know I'm confused, the only best way to qualify is for the company/client to terminate me than I would qualify.

The department I'm working in is a mess to say the least. Many people have left the company already so turnover is very high. A lot of things are being thrown onto us as they have bought out other companies. Managers have talked about losing there jobs themselves. I had a bad feeling about this job before I accepted it but I was given bad advice from family members. I know I'm venting here a bit, I just hope that I make the right decision as these things always makes me nervous.

Not always, but it is possible.

The client has no liability for your UI. The agency does. The client has no good reason other than spite to derail your UI claim. Plus, if the issue does come up, it's adjudicated under suitability reasons rather than a good cause for a quit, and that provides you with more protection. I'd estimate that you have about a 75% chance of getting UI if you decline the offer and take the layoff, but if you do, get HELP before you start flapping your jaws to the UI people so you don't ruin things before you even get a chance.
