Elmira also kinda has surburbs. The population statement of Ithaca only pertains to part of the year, when students are on campus.

Elmira actually has suburbs in Elmira Heights, West Elmira, Southport, Horseheads and Horseheads North. It is actually a metro area that is essentially Chemung County.

Students are included in the census count for a metro area. So, I believe that it would be lower without them in the Ithaca area. Ithaca also has suburbs in Cayuga Heights, Lansing, Northeast Ithaca, South Hill, Northwest Ithaca, East Ithaca and Forest home.

Both also are Combined Statistical Areas as well. Elmira-Corning has about 178,000 people and Ithaca-Cortland has about 150,000 people.
