There are many such towns already in existence.

I refuse to give my email address to read the link but it sounds like a good way for a small town to boost themselves.
They better have huge bandwidth and good coffeeshops where creatives can take their dogs lol.
In general have things they can't get in big cities, like affordable cute homes and access to airports so when they need to meet clients they can get there easily.

I live in Charlotte NC which ticks a lots of those boxes but most of the young employed are in finance jobs or similar, not too creative but well-paid. Not much of a music scene and there is more "creator" art activity in smaller towns nearby than in the city. No idea how many are making a living being creative with internet focussed employment.

I'll offer you this.

Something similar to this is happening with the people who are living in RV's and Vans that have been converted to micro RV's.

Many of them are networking over the internet from remote (boondocking) areas and forming what you call "creator towns" in a more ad hock manner. Some staying in State or National Park camp grounds etc and having the environment that they want.

Since they travel with the climate change thru the year and snow bird or migrate north for the summer
they have meetup's when traveling. There they discuss who is doing what and who needs what from others. Various message boards are how they socialize and business meetings via Zoom. Most have Cell internet access or MIFI's with special antennas to assure a good connection. Many have set themselves up as small businesses in order to have tax advantages while registering in states which do not have
income taxes. Because their needs for massive amounts of money aren't as much (to support a home with all of those expenses) they can live on much less. (although this wouldn't be for everyone it is still attractive to many and the trend is growing now)

Look for some of the message boards for "Nomads, or Van Nomads". Many of these people are recent grads from Colleges or Trade Schools and are retiring student loans quickly in this manner. Many more are studying online with a lot of today's free certification courses so that they can get better remote working jobs from their small RV's.

But by their logic, they want to avoid the cost of homes & municipalities, utilities, taxes, and a fixed base of operation. Mobility is key to their industry as they intend to be free to float around to lucrative markets for short periods of time. For recent grads, this allows them to go sight seeing, meet others, live small as minimalist, and evaluate places where they may want to settle down after their loan obligations are finished.

Others who are more like Full Timers are generally retired and only working "gig jobs" to make a few bucks and socialize in a work place with others who would be like minded.

Are plumbers, auto mechanics, carpenters, yard men, waitresses, nursing home attendants, barbers, sanitation workers, truck drivers, day care workers, etc., allowed? Will they have to prove their "creator" credentials?

Mmmm Hmmm. Ohhh Kayyyy.
