Define what you mean by modern.

Are you defining it by planning standards, architecture, education, art, technology, infrastructure, jobs??? Many aspects to what someone might mean by modern.

Well, it's been argued that Portland has the best layout in terms of urban planning, transportation, etc.

In terms of architecture...it's hard to say. Most eastern cities have a lot of really old buildings (which is cool in its own way), so the most modern architecture (overall) will likely be found in the newer cities. Almost all of Houston's buildings are really modern looking, for example..same with Denver, and Des Moines (although much of the architecture has likely been mucked up by flooding ).

Seattle seems very modern to me but maybe that's just because it's so clean.
