Is this manageable? Is there any kind of transit infrastructure in place to achieve this?

Yes, there are express buses from several locations in Vancouver that run non-stop to downtown Portland. Thousands of people use them daily.

They run during rush hours at about 10 min intervals from the park and ride transit centers at Fishers Landing and Salmon Creek and I think there is a 3rd location near Evergreen HS at a Park and Ride that might be closed right now due to the pandemic and construction. The Salmon Creek buses also stop in downtown Vancouver. I think there are also express buses to the Lloyd District and to the OHSU medical complex.

The buses have to navigate the same traffic as the cars on I-5 and I-205/84 into central Portland so they aren't faster, but they aren't slower either because they are express buses that don't have any intermediate stops on the OR side.

I wouldn't recommend it, personally. but there are technically some bus lines.

Why wouldn't you recommend it? I know people who park and ride from the Fisher's Landing Transit Center to downtown and they do just fine. It's as fast as driving and much less stressful to be on your iPad doing work or reading than hassling with the traffic from behind the wheel.
