Need a good restaurant that can have a room which holds 20 ppl near Channel Islands or in Oxnard. and is not crowded.

I like Yolandas. we have had parties there with family. They have water views as the location is part of Sea Bridge. They are right off of Victoria. Then again you may not want Mexican food. We love it so no problems here. Not sure if they have a private room if that is what you are looking for. The Ventura location on Main Street near 5 points does have a private room.

There is no such thing as a good restaurant that is $10~$15.....let alone one that is also not crowded.

Just pick some chain....they are built for this sort of thing.

I think it is all about what you consider nice. The perameters for the question seemed to lead me to the idea that the OP isn't looking for fast food, pizza, a diner, sandwich shop, or Dennys. A nice sit down place would suffice, and possibly with a little style and not something that you can find just anywhere. One of the reasons I chose Yolandas. Other places would also suffice.

Came across Yolanda's in oxnard on new years eve, enjoyed the food and it seems to fit the criteria that the OP is looking for.

I am not sure of a specific one in this area that is good but often Chinese restaurants are good option for large groups with a reasonable price.

Yeah, like I said, chain restaurants are good for big groups. El Torito is really hit or mess though, the one in Thousand Oaks is terrible, in fact I think it just closed. The one in Simi Valley isn't so bad.
