We always walked to school when I was growing up. Anything up to a mile was fair game. IIRC, the girls often walked in packs or three or more. (Of course it was uphill both ways, and since this was before global warming, it was usually below zero...
)

Newer drug dealers are more openly brazen than those in the past.
Those "Predators" have been around forever.
It's just that there were assumptions that they were runaways, or unsolved mysteries.
Now with modern forensics, enhanced communications and more detailed record keeping/sharing with law enforcement, there are more cases solved.

It all depends on how it's structured.
As a paid and licensed transportation business with an operating authority, yes, the insurance would be pricy but not impossible.
