You might considering attend a Citizen Police Academy (CPA) if your local agency has one. While LEO's are not trained extensively on how to handle mental cases to the extreme they are well trained. Hell, back in 80 I attended a one-week long training session put on by a mental health unit designed for LE. But this sending mental health experts to many of these cases will just get them killed. I went on more than I care to count and many turned violent after we were on the scene. Officers do not want these to turn violent but at times things go south whether you want to or not. One case I was on we saw a man pick up an officer and was trying to throw him off an upper level deck. Had I not got up there in time it was very likely this very large man would have been successful. This guy was bloody by the time we got him cuffed and we took him to the ER. A nurse was raising hell screaming she wanted the chief, the media and everyone else there due to the abuse this poor man suffered. Finally a family member arrived and overheard what was happening and she found the nurse and told her where to stuff her attitude. (Yes, I heard it). She said this man could turn on a dime and the officers did the only thing possible.

But your lack of knowledge in LE matters continue to show up here anyway.

I'm interested in this subject, but was unable to find recent legislation requiring mental health experts to respond to mental health crises instead of the police. Could you provide a bill number for this specific legislation? Thanks.

Handling the mentally ill is a tough problem. Not sure the liberals have an effective solution. Otherwise, liberal cities like San Francisco wouldn't be camping sites for the mentally ill.

The effective date is July 1, 2022.

"By July 1, 2022, every locality shall have established local protocols that meet requirements developed by DBHDS for (a) diversion of certain 9-1-1 calls to crisis call centers and (b) the participation of law enforcement in the Marcus alert system. Also by July 1, 2022, every locality shall have established protocols for law-enforcement participation in the Marcus alert system."

LOL, I'm a bit too old to go back to enforcement. In my day, when NLETS, NCIC and VCIN were on teletype, that was cutting edge technology; it was like a miracle when images from driver's licenses were available from DMV - everyone would stand around looking amazed, for you youngsters out there that was when we did not have cell phones.

Senate Bill (SB) 5030 is the Omnibus Bill which incorporates many of the reforms in the bills listed below. Rather than provide a lot of links, I have only linked SB 5030 but the other bills are easy to find:

House Bill (HB) 5099, HB 5049, HB 5109, HB 5108, HB 5104, HB 5051, HB 5029, HB 5069, HB 5045, HB 5055, Senate Bill 5035, SB 5014 - this bill in particular might interest those in the mental health aspect of enforcement; it mandates the creation of minimum crisis intervention training standards and requires law enforcement officers complete crisis intervention training. There are more reforms regarding sentencing: SB 5018, SB 5034.

Note: The 2021 Virginia General Assembly is now underway. It ends on Feb. 27. Under VA law, the Governor may return bills to the Assembly for amendment before he decides to sign or not sign them; this process is still underway, thus, additional legal reforms are still being legislated.
