Everyone has different safety standards and different standards for what they consider "close" to a metro, but if you mean somewhere that would be considered super-safe, within a short walk to the metro, and in DC proper, I don't think you'd find that.
You can probably find something in Petworth (not RIGHT next to the metro though) or north of the Stadium Armory metro (also not RIGHT next to the metro). I have a few friends living in Petworth who couldn't afford the more "fashionable" neighborhoods, and they seem safe enough. Whether you'd consider that safe enough is subjective. You might also have to consider going pretty far out into the suburbs or getting roommates.
I hate to say it but your demands simply aren't realistic. For your price range you have to look at what you're willing to sacrifice. If having your own place is the most important thing to you versus having roommates then you may have to live in less in-demand neighborhood in NE or SE DC. You simply can't have everything you want for that price in Washington DC.

I've never heard of an apartment that cheap in Petworth. Even in the far out suburbs $1000 might be asking for too much. I pay under $1000 but I also have 3 roommates and the baby to live with in the suburbs and nowhere near the metro.
I knew someone that had a place in Brookland but it was a basement apartment but it was $1250 all utilites and cable/internet included. Great deal but I can't live in the city with a job out by Dulles.
you won't get that in the city unless you know someone who is willing to rent their place far below the market rate because you are a friend or family member. Best to look to the 'burbs-- Silver Spring comes to mind.

I think there are some around $1,000-ish but not super-close to the metro (more like bus distance or biking distance than walking distance).
My suggestion is that if you're not willing to pay at least $1500/month for a 1 bdr, then you probably shouldn't move to D.C.
