I put too much balance on it before Covid, it is still around $270 there. Later I converted it digital SmarTrip card on Google Play (Google Wallet Card).
I cannot get the refund since I live in DC metro area, only get refund if moving away from DC (they will send check to new address). Unlikely sell house and move to other place.
I don't see any chance to use SmarTrip card anymore (remote position). $270 is sitting there for years now.
Just express unhappiness about the policy. I would not mind if they charge fee to process refund. Now I feel like they keep my un-used money, I may not use it for rest of my life it is not $10 or $20 so that I can forget about it, it is around $270
Can you convert it back to a regular pass? Then sell at below market value to recoup at least part of it.

They can probably convert it at a WMATA ticket office, worth trying...

Yea - it sucks. But it happens. They're not maliciously taking your money. You essentially bought a pass for x amount. The fact that you no longer can take advantage of it isn't exactly their fault either. You can certainly try contacting them to see if an exception can be made... but their policy is pretty straight forward.
You can use Smartrip for parking as well as various bus services around the area (not all accept digital wallets). Not sure if any of those would be of use.
This is why I just do auto-refill in small increments for these type of services (Smartrip, EZpass, etc.)
