I would choose Sjenica. Both have very similar temperatures (although Bialystok is a tiny bit warmer), but Sjenica has a much higher annual rainfall than Bialystok.

They are quite similar.

I chose Bialystok for the higher lows in the summer. Bialystok also have chilly summer lows but still little better.
In this July lowest temperature in Sjenica was 1.6c (highest was 30.9c).

The strengths of Bialystok are warmer summers, warmer shoulder seasons, lower uv index (it is perfectly logical to assume that) and longer days in summer. The strengths of Sjenica are longer days in winter, more sunshine and the fact that early spring arrives earlier.

Extremes for Sjenica on English Wikipedia are since 1961.
Lowest temperature recorded in Sjenica is -38c (on January 26, 1954) https://fr.wikipedia.org/wiki/Sjenica#Climat

Unofficially once in Sjenica it was -40.4c

I agree.

Sjenica usually have higher uv index even than places in Serbia which are more northern and on lower elevation.
An example, uv index in Serbia on July 3, 2020 (it was extremly high on that day). Sjenica (Сјеница) had 11, and lowest was 6 in Palić (Палић) most northern place in Serbia which is on low elevation https://en.wikipedia.org/wiki/Palić

Yes, higher altitudes will definitely raise the uv index.

I did vote in favor of the Polish city at the moment, but in fact these climates are practically equal. And if we take into account other, non-climatic factors such as the mountainous landscape of Serbia, the Serbian city would win.

Białostok is A climate. There are advantages over Sjenica: Lower UV index and sunshine hours in summer and warmer summer nights.
Sjenica is A- climate. It's a bit chilly at summer nghts, it's sunnier in winter.
