I see nothing wrong with what "Bob" did UNLESS his work was security critical in nature which may have been the case.
Barring that, how is what the developer did any different than what businesses and managers do? A client asks XYZ company to produce a widget. They offer to pay $1M. Does the client care how it gets done? Just get it done. If the product meets standards, budget and deadlines - Bob simply became his own manager instead and delegated duties.
There must be more to the story though. If Bob was a model employee - getting tasks done on time, keeping the customer happy - what is the difference ultimately?
If the guy hadn't given out his company credentials allowing the chinese programmers direct access to company data, it would be a different story. He compromised company security and for that he should be fired.

My guess is that he also lied to management by taking credit for the code.
People do this all the time... but they don't keep it a secret.

$50,000 yuan is higher than most developers' salary, but you can't live like a king in Beijing or Shanghai with that money. In fact, an apartment (NOT a house) in Beijing easily costs $500,000 to buy.
The problem is software developer is not really a "good job" in China. The pay is just so so compared to other professionals and they often work long hours.
