HE is forever at the beach. He's forever in OUR hearts. Which comes first? It rolls off the tongue better to say he's "at" somewhere then "in" than the other way around. But that's just to my ear. It certainly wasn't meant to indicate degree of importance of one over the other.
The emphasis seems to be greater on "in our hearts" if it's last, IMO (which is where one would want it).
I say without a comma, but other family member says it's appropriate. It's going to be etched in stone, so I want it to be correct. I wrote it without the comma, but when the design came back from the granite place, they'd put in the comma.

because you are referencing the term Forever and how you can apply it to both "at the beach" and "in our hearts"
Grammatically, either is correct now a days. It wouldn't normally count for much, but this is going to be cut in stone. Tell the memorial company to drop the comma or lose the job.
