Most of the time, a mistaken comma doesn't really matter much. But a tombstone is an exception, and one of the rarest ones.

I say without a comma, but other family member says it's appropriate. It's going to be etched in stone, so I want it to be correct. I wrote it without the comma, but when the design came back from the granite place, they'd put in the comma.

because you are referencing the term Forever and how you can apply it to both "at the beach" and "in our hearts"

or...

Forever at the beach and forever in our hearts...

Grammatically, either is correct now a days. It wouldn't normally count for much, but this is going to be cut in stone. Tell the memorial company to drop the comma or lose the job.

I think the ellipsis isn't needed; it implies there's something more to be said.

If you really want the ellipsis, "Forever at the beach...and in our hearts." has a wry twist.
