It seems counterproductive to reduce 787 to a smaller, traffic controlled boulevard. Should this come to fruition, who will own/control the park? Is this something that could ultimately be too costly to maintain (police, park grounds, etc.) and wind up in the hands of developers?
I'm assuming that the park would be a part of either the city or county parks system.

It’s an interesting thought bubble, but very far fetched.
787 is a big deal, neutering it could have negative consequences across the board.
They need to do traffic studies on a biblical level before anything else. Yeah some people would love better access but I think many will not, fear of the potential traffic(QOL) impact could drive the nimby’s out in full torch and pitchfork mode in opposition.

I don't know, as elevated highways have come down in other cities and I-81 may finally be a reality in terms of removing the elevated portion in between Downtown and University Hill. It is always a "We'll see" type of thing though and a great point about how long studies will take to see how feasible this would be.
I believe Buffalo is contemplating a similar situation with its Skyway as well.
