You're referring to this?:

"Emissions Control Areas
If your registration renewal notice reads "No Emissions Test Required," it is based on your address on file and your vehicle year. However, an emissions test may still be required if your vehicle is used to commute into an Air Quality Control area (including greater metro Phoenix and Tucson)."

Of course, this post begs the question...why AZ? If the OP has never been here or explored the state...just trying to get out of CA like everyone else?
I agree, why Arizona? There are plenty of other good options worth exploring and checking out. The cost is getting stupid expensive to live in "The Furnance State"
