There really wasn't. It's a movie. Eastwood said that he needed a villain, so he made one out of the NTSB. Sullenberger himself has said that the adversarial interaction between the investigators and himself and Skiles was completely made up.
I have no problem with that, but people should not think they're learning facts when they watch a docu-drama. Its purpose is to entertain, not educate.
