Shaq's peak coincided with the slowest paced era in NBA history so I don't think a straight up PPG comparison tells us that much. During the 98-99 season, teams averaged only 91 PPG compared to 114 PPG last season.
Back in the late 90s/early 00s, it wasn't uncommon to see a final score of 85 to 78. Lots of teams today can put up 70 points in a half. Of the 10 highest scoring halves in NBA history, 5 of them occurred within the past 6 years.
