What civil right would be violated?

Hi new to this. My neighbor is so loud. They have 6 kids & her bf just got out of jail. That's 8 ppl in a small 3 bedroom apt with a 12×13 livingroom. Is this legal? There is so much noise. Total: in a 4 apt building: is 21 people. 2 two bedroom apts (1 w/ 2 ppl,// the other 2kids 2adults).. and two 3 bedrooms apts. (1 with 4 kids &2 adults, //the other with 2 adults 6 kids). This seems over crowding when all livingrooms are only 12x13. My childs room is so small can barely fit a bed. I dont know how these people are sleeping. Well i know they don't sleep cause we dont from the noise..lol.. Please help!! Its so loud and seem unsafe if there ever was a fire!!

Section 8? HUD? State funds? Then yes, there are laws. If they don't get any money from the state, then it's just 105 CMR 410 AFAIK
