We're North Carolinian's and visited New Bern this past weekend for the first time, for similar reasons as yourself, looking for a potential landing spot after my son is done with high school and off to college/next chapter in life.
New Bern is a great little city. We stayed at the Courtyard in downtown to explore that area and loved it. It or the DoubleTree would be your best bets if you want to walk everywhere downtown. Driving though is very easy, not congested and plenty of parking.
The restaurants listed above are great recommendations. We loved MJ's and The Chelsea probably the best but the Persimmon had a great water view and is literally next door to the Courtyard so was convenient too. We had a good experience there but it was funny, the locals we'd ask always gave it a middling review, just inconsistent on the service/food but again we enjoyed it.
Great town and I'm sure you'll enjoy it!
