Taking up on Joe's point I can only comment on the basis of my own work with the juvenile court in Travis County (Austin) Texas where I saw many kids who were self-reporting gang membership, including national gangs like the Crips and Bloods. However, my impression was that most of these kids were wannabes. That doesn't necessarily make the phenomenon any less of a problem, except that I'm not at all sure that the groups on the street really have the sort of organisation that makes it extremely difficult to extinguish these groups through aggressive social interventions (including of course aggressive use of the juvenile justice system in concert with other social resources that need to be marshalled).

the wannabes often feel they have something to prove, which can make them a volatile element in the community.
