I'd pick Budapest, personally. Lower cost of living with a high quality of life, especially for a year. Easy transport too

Istanbul is really inexpensive? I'am surprise.
I had meet some azeris and what they showed me of baku in pictures looks good.

To be honest, I'am not sure if i would integrate well in a muslim society.

But I agree the mains criterias is low cost of living combined with safety and comfortable place.

Do you know how acurate is tis classment about cost of life in european city?

The lower are basically all russian city, I'am surprise to see Moscow that low considering i read many times the rent are one of the highest of the world.
There is also Odessa who seems to low to be true considering the syze and the importance of the city. Am I wrong?

Azerbaijan is Muslim but not a strict Muslim like you see in the ME. You can have a nice lifestyle at a reduced cost there. I did prefer Tbilisi over Baku when I visited there and Georgia is not Muslim although I believe the cost of living has gone up a bit due to its desirability.

For me, Budapest would probably top the list due to safe, public spas, excellent restauarant/cafe scene, public transportation is excellent and it's relatively inexpensive. I want to visit there again.

Consider Varna, Bulgaria, for a cost-effective sabbatical. Explore options like Porto, Lisbon, or Valencia for affordable living and vibrant communities. Research each city's digital nomad scene and lifestyle to find your ideal spot.

Considering tax implications, I'd find a digital nomad-friendly country, or stay in a part of France that might hold your interest for a year. How about Ajaccio, Corse?
If you want something more novel, then definitely consider Madeira, Portugal. Transportation is decent and the place is safe, laid-back, and beautiful.

Corsica is an awsome place but there are some tensions between locals corsicans and french from "the continent". As a french I will pass on it for a long term installation.
