Most of those things are not frugality issues....
Do you mean the stove and house are old?...or filthy? If they're old an still work and are not in such disrepair to be dangerous or a hazard, who cares?
If they're in decent condition, but just filthy...THAT is not a frugality issue.
If family members know to double check the food dates because he keeps things that expire, then just don't eat at house when you visit. (or check the dates before hand) Again, him keeping expired food may or may not be a frugality or economic/money issue for him.
Why is he depressed and miserable?...is it because looking back he realizes he didn't enjoy life as much as he could have? Well, family members can visit him and try to cheer his spirits and make him see he has lived the life he wanted, he is loved, and and those were decisions he made then, so dwelling on them now is pointless. Go forward and spend the money now....
