Granville, Ohio is almost identical to what the OP describes. Roughly 40 minutes east of Columbus, Granville is a charming village reminiscent of New England and home to Denison University.

For Los Angeles it's definitely 100% Claremont, no doubt about it. It used to be Pasadena but it's gotten too urbanized.

I was thinking more along historic/touristy lines. That's St. Augustine all day but all places like that aren't necessarily ritzy.
