What can you think of?

Seward AK has an aquarium and Wahpeton ND has a zoo, but they're really too small to be called "cities" (plus Seward is a tourist area).

Minot ND is just below MSA status and has a zoo.

Dubuque IA has an aquarium.

The Capital Region (1 Million or so) is the smallest market for Six Flags. Richmond, Grand Rapids, and Allentown have Cedar Fair parks (but Allentown can serve for Philly as well).

Some others?

Why are we grouping theme parks and zoos?

Lafayette, LA has a decent zoo.

With less than 30,000 people, Asheboro, NC is home to the NC Zoo. Actually, it's not even in Asheboro; it's south of it in the country. The zoo is where it is to be centrally located among the state's 3 major population metros. It's also the world's largest natural habitat zoo.

Abilene and Lubbock, Texas.Abilene has a zoo and Lubbock has a theme park called Joyland.I think Bartlesville,Oklahoma has a small theme park.

Technically, that Six Flags is in the Glens Falls metro area, which has about 165,000 people.

Watertown NY has the NY State Zoo in Thompson Park and has about 27,000 people or so in the city proper and 111,000 in the metro.

Technically yes, but It's right by the Albany area (Glens Falls is a satellite).

Kewaunee Wi has a zoo -- bruemmerparkzoo.com, but technically it is outside the city limits by the county highway shop..
