Hi!
My mother is moving and looking for a senior living apartment in the Virginia Beach area. She is low income and has HUD. Is there an agency or some kind of city or state run place that helps her find a place?

Each city in the area is independent, and each has its own Housing Authority. (For example, Chesapeake says its waiting list for public housing is closed.) If she has a housing choice voucher, she would have to contact each apartment complex separately. There are web sites that are supposed to point you to affordable housing, but they are commercial, and not related to government. One example, AffordableHousingOnline dot com does point to 16 complexes in Virginia Beach, but she will have to contact each one about vacancies.

She might also try SeniorNavigator dot org . It represents the Norfolk Urban Outreach Ministry which partners with four complexes for low income seniors.

There is also a magazine called Hampton Roads Senior Living Guide which provides phone numbers for apartments. It is available online as a PDF. On pages 38-43 it mentions "affordable" places: The Greenbrier Senior Apartments in Chesapeake, The John Knox Towers in Norfolk, and Old Donation in Virginia Beach.

The mother might also contact the Weslyan Place Apartments in VB, but their application process is not transparent. They do not publish prices or availability. However, the pictures look nice.
She could also look at Starling Village in Chesapeake which has maximum income restrictions.
