Kinda of new have an account never used it really till this past week. I was curious regarding connection etiquette. There is a job I am strongly interested in. On my LinkedIn search found the Senior HR representative of that company. It seems awkward and rude reaching out to a stranger, but again not familiar with LinkedIn etiquette. Advice?

It's all in the approach. If you reach out to someone don't just focus on getting in or getting an upper hand. Go about it as being interested but having questions about the position or wanting more information etc...
