Update: My friend was offered the job, so age wasn't the issue in this case

Was this job fair sponsored by an outside party or agency? I'm wondering if it was simply survey data for them and info not going to the employer.

No, it was sponsored by the actual company. After he did the online application he was directed to take a test and passed it.

It was a factor since they asked about it. Why would they ask about it if they didn't care how old they were?

I am just coming off a job search (moved to a new area 4 months ago....and really needed to land something so I applied to probably almost 300 job postings). A few times I saw a question along the lines of "Have you reached your 40th birthday yet?" on job applications. It particularly stuck out at me because I just turned 40 yesterday (and got a job offer earlier in the week...thankfully they did NOT ask for my age at any time). I found the question to be very odd.
