I agree. $13 per hour is really low for dangerous work where your health could be in danger, especially if someone needs to relocate in order to do this.

$13.00 for 84 hours = $1,378/week. Sleep in the backseat of your car, spend as little as possible and send $800 to $850 a week to the wife back home. Hopefully the job lasts to December.
People should only take the job if some type of healthcare benefit was offered. These people will be exposed to crude oil, who knows what their health will be like as a result of working there. It could be immediate or a few years from now.
Offer some type of health benefit to insure these workers are taken care of and then this would be sort of a good opportunity for work.
