Neighbors stink building up all day, landlords dont seem to care or wont do anything.
do i have any rights to withhold rent or anything else? happy to hear any opinions or
thoughts on my options

Withholding rent is a surefire way to get evicted.

The poster probably wants the LL to evict the pot smokers and arrest them. Just a wild guess.

This won't happen. If these tenants pay their rent methodically, and NEVER COMPLAIN they will be there longer than you will.

My best advice - move to a place where you don't share walls with anyone. Quick and easy advice - you are not made for wall sharing - apartments, condos, co-ops, townhouses etc.

So, rent a mobile home that is being offered. " Ren while buying" - Get a NEW mobile home. keep it clean, depending on the agreement - sell it for what you bought it for and save whatever you can along the way.

Then sell the mobile home. Don't rent it out. Tenants - like some LLs can be PITAS.

I've seen this were I use to live. Some states its legal to smoke. But not to get high and jump behind the wheel with the wife and kids that I use to see. Just because the pots laws are getting slack, doesnt mean its open season on getting high. The highway patrol and on pre-employment drug screening and on job pop testing can still get you in trouble.

OP, I am not from Kansas but I understand the frustration. I smell that stench all hours of the day, either on the highway, in neighborhoods or walking pass someone who just smoked. I understand the desire to get high but the smell.

To the question, I would call the police. Beware the neighbors might find out...how much time is left on your rental agreement because you might be dealing with this for a while...or just move, I know its not that simple.
