Some traffic lights now have a yellow rectangle around the lights. I guess it's to improve visibility.
Examples: when you're driving north into LAX; or Garfield & Emerson in Monterey Park.

Are they doing this to all lights in the entire state?

I'm assuming you are talking about backplates?

This is nothing new and is approved by the MUTCD (the governing document for traffic controls). I'm actually kinda surprised that they haven't already been installed in many places in LA. I've seen them on almost all traffic signals where I've lived.

My guess is they will upgrade lights at other locations when they need to be replaced.

How can you drive north into LAX? Do you mean on PCH where it goes UNDER LAX?

No. I dont get it. Where EXACTLY is this? There is no driving north into LAX. If you "curve to the right" then you arent going north anymore. Where exactly is this "north into LAX" that you speak of?

I'm sorry, I phrased this all wrong.

I was talking about driving west on the 105 and then going north towards the departure section of LAX.
I don't remember the exact place where I saw the new traffic lights.

At least the traffic signal lights are still oriented vertically. In Texas, New Mexico and in a couple of other states, the traffic lights are oriented horizontally.

There are several controlled access points off imperial to access south campus. Non employees could drive north "into" the airport via PS.

We've had those here for several years (all the new ones, and most of the old ones retrofitted). There's no doubt that the yellow lines improve visibility.

We also have another recent change (the past 5 years or so). The yellow, or caution light, now blink to further emphasize the need for caution when turning left.
