The study showed the cost of subsidizing it would be $200M/year, a billion over five years. That was probably too much for the Legislature to swallow (plus I have the feeling that even some of their most ardent supporters would have pushed back).

According to health department analysts, it could require millions or even a billion dollars in state funding through subsidies that would ease the financial burden of health care for undocumented residents, a population that is often low-income.

California, Colorado and other states provide state-funded health care programs to some low-income residents regardless of documentation status.

In Maryland’s constrained fiscal year, lawmakers are saying it’s unlikely that state funds will towards creating those subsidies in the 2025 budget.

“We don’t have the state dollars right now,” Cullison said.

The Access to Care Act will have a provision that authorizes future legislatures to create those subsidies down the line if they are interested in doing so, Cullison said.

Section 31-107(e)(1) - The Fund consists of:

Section 31-107(e)(13) - ANY FUNDS DESIGNATED BY THE STATE TO PROVIDE STATE–BASED HEALTH INSURANCE SUBSIDIES TO QUALIFIED RESIDENTS IN THE STATE.

A Qualified Resident is any individual, including children, regardless of immigration status.

Look for subsidies in a couple years. The budget is a mess this year, personal income tax receipts are down, as an example, and no one seems to know why. Sales tax receipts are down, although that may be explainable; people have cut back on discretionary spending, which often generates sales tax, to afford necessities.

I don't know about that. You know MD Democrats will want to raise taxes to fund reparations (Maryland Reparations Act of 2024), which probably take precedence over healthcare subsidies for illegals. And what's the incentive for illegals to purchase health insurance when the ER is available.
