Yeah it's the design of the road , it's has nothing to do with the drivers using it

It can be both. NJ roads are overwhelmingly better than surrounding states, but do have some poorly designed intersections like every other state. The Route 9 entrance near me, on Bordentown Avenue, is the worst intersection I have ever seen. No traffic control devices at all, not even signs, with multiple directions of travel including a high speed off-ramp feeding into it.
